Quad condemns Pahalgam terror attack, urges action against terror financiers

A joint statement from the Quad calls for the perpetrators, organisers, and financiers of Pahalgam terror attack to be brought to justice without any delay

New Delhi: The foreign ministers of the Quad countries – the United States, India, Australia, and Japan – have issued a joint statement strongly condemning the recent terror attack in Pahalgam, Jammu and Kashmir, and demanding immediate justice for those responsible. Meeting in Washington, D.C. on July 1, the Quad unequivocally condemned all acts of terrorism and violent extremism in all its forms and manifestations, including cross-border terrorism, and renewed their commitment to counterterrorism cooperation.

“We condemn in the strongest terms the terrorist attack in Pahalgam, Jammu and Kashmir on April 22, 2025, which claimed the lives of 25 Indian nationals and one Nepali citizen, while injuring several others,” the ministers said in their statement. “We express our deepest condolences to the families of the victims and extend our heartfelt wishes for a swift and full recovery to all those injured.”

Emphasising the need for swift and coordinated action, the Quad called for the “perpetrators, organisers, and financiers of this reprehensible act to be brought to justice without any delay.” The joint statement went further, urging all United Nations Member States to cooperate in this effort “in accordance with their obligations under international law and relevant UNSCRs,” making it clear that the response must be global and grounded in international law.

The Quad’s strong condemnation and call for global cooperation come at a time of heightened security concerns in South Asia, particularly regarding cross-border terrorism. The statement’s explicit reference to “cross-border terrorism” underscores the group’s resolve against threats emanating from across boundaries and their support for India in the wake of this attack.

The ministers also reiterated the Quad’s “renewed commitment to counterterrorism cooperation,” signalling that this condemnation is part of an ongoing, broader strategy against terrorism and violent extremism in all its forms.

The Pahalgam attack, which targeted a bus carrying civilians and pilgrims, stands as one of the deadliest in Jammu and Kashmir in recent years and has reignited calls for stronger international action against terror networks and those who fund or support them. The Quad’s unified response sends a clear message to all actors involved in terrorism and violent extremism that such acts will not be tolerated and that justice must be pursued swiftly and collectively.

The statement concluded by reaffirming the Quad’s united stance: “We unequivocally condemn all acts of terrorism and violent extremism in all its forms and manifestations, including cross-border terrorism, and renew our commitment to counterterrorism cooperation.”
